so im on the windows xp home edition setup on my other computer and i want to redo all on my windows and delete my whole harddrive, aka start new. Do i repair old windows or do i install a fresh copy of windows.. but if i installed a fresh copy wouldnt that leave my old one?

It would and a dozen problems. Format you r harddrive and then install a fresh but make sure you have a bootable disk.

No if you installed a Fresh otherwise known as a "Clean" it will completely wipe your hard drive of all files etc leaving itcompletely blank with the new operating system being the only thing on it. If you Do a repair the PC will look for system files that are missing and basically replace them, not deleting any files or applications.
When installing windows it should bring up a partition screen and you will be able to see the current partition windows is on.(This will be called C:) if you highlight it, the option should be there to delete it and then create and format a new partition which means you will start completely fresh with nothing on the hard drive except the operating system. Basically the same as a fresh or clean install.
