Try a repair install of windows, follow these steps:
Insert and boot to your windows XP CD
At the menu press ENTER
Press F8 to agree
When it has detected your windows XP installation press R for repair.
The machine will copy heaps of files then reboot and enter the windows setup.
Complete the setup and hopefully all will be well
My dad's did this and it had a really bad virus on it. I know that you don't want to restore but that maybe then only thing you can do. If it has the virus my dad's had on it you wouldn't want to use it anyways. I do think there is a way to save your files though so you don't lose them.
